The Republican Hindu Coalition Works With The American Medical Association To Adopt DALCA Provisions Within Its Policy Goals

Republican Hindu Coalition (RHC) Executive Member Dr. Deepak Kumar (EX-Chairman of Ohio Medical Association) and brother of RHC founder Shalabh Kumar has been extensively working with the American Medical Association (AMA) to adopt defined Deferred Action On Legal Childhood Arrival (DALCA) provisions within its policy goals.


The RHC coined the term DALCA (the “L” stands for legal) and has brought national awareness to the proposed immigration reform framework. Unlike the often mentioned DACA, DALCA is a reference to the 200K+ children of high-skilled immigrants whose green cards have been approved but have to wait in line for up to 60-years for permanent residency. During that wait these children age-out, having to self-deport. Just like DACA Dreamers, the United States is the only country these children have ever known – and more importantly, their parents came here LEGALLY. The new provisions adopted by the AMA House of Delegates through the efforts of Dr. Kumar and the RHC would ultimately allow the children brought to the United States legally by their physician parent and/or parents to stay, preventing them from having to self-deport at the age of 21. The plan in full would have the AMA working with stakeholders to:

  1. Clear the backlog for conversion from H1-B visas for physicians to permanent resident status.
  2. Allow the children of H-1B visa holders, who have aged out of the H-4 nonimmigrant classification, to remain in the U.S. legally while their parents’ green card applications are pending.

    According to the American Association for Physicians of Indian Origin (AAPI), they have a membership of 80K+ doctors, as well 40K+ residents, fellows and medical students living in the United States – many of which are here on H-1B Visas. Like other high-skilled laborers (Eb2 and Eb3 green card applicants), the current legislation has created a massive backlog, 1M alone for Indian Americans whom make up 75% of this high skilled labor market.
    The AMA Board of Trustees report DALCA provisions were adopted at the 2019 AMA Interim Meeting in San Diego.
    Aside from the AMA, the RHC has actively been working and coordinating with all the major players involved in changing this outdated legislation, from the White House to the House of Representatives and Senate.
